France's Political Ongoing Crisis: The Dawn of a New Political Reality

Back in October 2022, as Rishi Sunak took over as the UK's leader, he became the fifth UK leader to take up the role in six years.

Triggered in the UK by Brexit, this signified exceptional governmental instability. So how might we describe what is unfolding in the French Republic, now on its fifth premier in two years – three of them in the past 10 months?

The current premier, the newly reinstated Sébastien Lecornu, may have gained a brief respite on that day, abandoning Emmanuel Macron’s flagship pensions overhaul in exchange for support from Socialist lawmakers as the price for his administration's continuation.

But it is, at best, a temporary fix. The EU’s second-largest economy is trapped in a ongoing governmental crisis, the scale of which it has not witnessed for decades – possibly not since the start of its Fifth French Republic in 1958 – and from which there seems no simple way out.

Minority Rule

Key background: ever since Macron called an risky early parliamentary vote in 2024, the nation has had a divided assembly separated into three warring blocs – left, the far right and his own centre-right alliance – without any group holding a clear majority.

At the same time, the country faces twin financial emergencies: its debt-to-GDP ratio and budget shortfall are now almost twice the EU threshold, and hard constitutional deadlines to pass a 2026 budget that at least begins to rein in spending are nigh.

Against that unforgiving backdrop, both Lecornu’s immediate predecessors – Michel Barnier, who lasted from September to December 2024, and François Bayrou, who held the position from December 2024 to September 2025 – were removed by parliament.

In mid-September, the leader named his close ally Lecornu as his latest PM. But when, a little over two weeks ago, Lecornu unveiled his new cabinet – which turned out to be largely unchanged from before – he encountered anger from both supporters and rivals.

So much so that the next day, he resigned. After just 27 days in office, Lecornu became the shortest-lived premier in modern French history. In a dignified speech, he blamed political intransigence, saying “partisan attitudes” and “personal ambitions” would make his job virtually unworkable.

A further unexpected development: shortly after Lecornu’s resignation, Macron requested he remain for two more days in a last-ditch effort to secure multi-party support – a task, to put it gently, not without complications.

Next, two ex-prime ministers openly criticized the embattled president. Meanwhile, the right-wing RN and radical left France Unbowed (LFI) declined to engage with Lecornu, vowing to reject all future administrations unless there were early elections.

Lecornu persisted in his duties, engaging with all willing listeners. At the conclusion of his extension, he went on TV to say he believed “a path still existed” to prevent a vote. The president’s office confirmed the president would name a fresh premier 48 hours later.

Macron honored his word – and on Friday reappointed Sébastien Lecornu. So recently – with Macron commenting from the wings that the country’s rival political parties were “fuelling division” and “solely responsible for this chaos” – was Lecornu’s moment of truth. Could he survive – and is he able to approve the crucial budget?

In a critical address, the 39-year-old PM spelled out his budget priorities, giving the Socialist party, who detest Macron’s unpopular pension overhaul, what they were expecting: Macron’s flagship reform would be suspended until 2027.

With the conservative Les Républicains (LR) already supportive, the Socialists said they would refuse to support no-confidence motions proposed against Lecornu by the extremist factions – meaning the government should survive those votes, due on Thursday.

It is, nevertheless, far from guaranteed to be able to pass its planned €30bn budget squeeze: the PS clearly stated that it would be seeking more concessions. “This move,” said its head, Olivier Faure, “is just the start.”

Changing Political Culture

The issue is, the more Lecornu cedes to the centre-left, the more opposition he'll face from the right. And, similar to the Socialists, the conservatives are themselves split on dealing with the administration – some are still itching to topple it.

A look at the seat numbers shows how difficult his mission – and longer-term survival – will be. A combined 264 lawmakers from the RN, radical-left LFI, Greens, Communists and hardline-right UDR seek his removal.

To achieve that, they need a 288-vote majority in parliament – so if they can convince only 24 of the PS’s 69 deputies or the LR’s 47 (or both) to vote with them, Macron’s fifth unstable premier in two years is, like his predecessors, toast.

Few would bet against that happening sooner rather than later. Although, by an unlikely turn, the divided parliament summons up the collective responsibility to pass a budget by year-end, the prospects for the government beyond that look bleak.

So does an exit exist? Early elections would be doubtful to resolve the issue: surveys indicate nearly all parties except the RN would see reduced representation, but there would still be no clear majority. A new prime minister would face the same intractable arithmetic.

Another possibility might be for Macron himself to resign. After winning the presidential election, his replacement would disband the assembly and aim for a legislative majority in the ensuing legislative vote. But this also remains unclear.

Surveys show the future president will be Le Pen or Bardella. There is at least an strong possibility that France’s voters, having chosen a far-right leader, might think twice about handing them control of parliament.

Ultimately, France may not emerge from its quagmire until its leaders accept the new political reality, which is that clear majorities are a bygone phenomenon, winner-takes-all no longer applies, and negotiation doesn't mean defeat.

Numerous observers believe that cultural shift will not be feasible under the existing governmental framework. “This isn't a standard political crisis, but a crise de régime” that will prove anything but temporary.
